RJ (Terry) Fairbanks, MD
Dr Fairbanks is an emergency medicine physician, paramedic and Assistant Professor of Emergency Medicine at the University of Rochester School of Medicine in New York. His education includes EMT ÜP from the State University of New York at Syracuse a masters of science in Human Factors engineering from the Virginia Polytechnic Institute and State University in Blacksburg VA and MD degree from The Medical College of Virginia. Since then Dr Fairbanks has published extensively and completed multiple research projects on issues of EMS patient safety and Emergency Medicine. Dr Fairbanks currently serves as medical director for Monroe Ambulance in Rochester New York. |

Howard Werman, MD
Howard Werman, MD is an Associate Professor of Clinical Emergency Medicine at the Ohio State University College of Medicine and Public Health. He also serves as Medical Director for MedFlight and is Chairman of the Board of Directors for the National Registry of Emergency Medical Technicians. Dr. Werman has been actively involved in the practice of Emergency Medicine since 1981 and has pursued an interest in out-of-hospital care since 1984. He has contributed to several texts dealing with out-of-hospital care including several dealing with quality assurance/quality improvement. |

Robert Gwinn, DO
Dr. Gwinn is an Emergency Department physician in Coshocton, Ohio. He graduated from the College of Osteopathic Medicine and Surgery in Des Moines, IA. He then completed a Family Practice residency at Fairview General Hospital in Cleveland. He has practiced twenty years in Coshocton Ohio doing a wide range of family practice including OB and surgery. He has also worked part time as an EMT for Acme Western Ambulance Co in Oakland California and as a flight physician with Cleveland Metro Lifeflight. He currently serves as the medical director for Medflight ALS/BLS, Coshocton County EMS, and Newcomerstown Rescue Squad. |

Manish N. Shah, MD
Manish N. Shah, MD is an emergency physician, Assistant Professor of Emergency Medicine at the University of Rochester School of Medicine, and EMS Medical Director for Monroe and Livingston Counties (NY). His education includes his MD degree from the University of Rochester. He then completed his residency in Emergency Medicine at The Ohio State University. Dr. Shah has also published extensively and completed multiple research projects in EMS particularly in the areas of public health, dispatch, and cardiac arrest. |

Tim Pickering
Tim Pickering, JD, EMT-P is a legislative liason for a large Aeromedical Transport system. He has twenty-four years of EMS and critical care experience, including all levels of management from EMT to Paramedic, line supervisor, division manager to owner/operator. He then graduated in Business and Human Resources Management from the Franklin University, Columbus, Ohio in 1994 and is a 1999 Juris Doctor, graduate, from the Capital University Law School, Columbus, Ohio. Legal studies concentration was in health law. |
